Istanbul University-Cerrahpasa, Faculty of Health Sciences, Health Management, Head of Department Health Economics

He completed his undergraduate education at Istanbul University Cerrahpaşa Faculty of Medicine in 1984, and his Master and Doctorate in Health Management at Hacettepe University in 1994 and 2003. He became Assistant Professor in 2009, Associate Professor in 2014, and Professor in 2019. He is still working at Istanbul University-Cerrahpasa. He is an Independent Board Member of Eczacıbaşı Pharmaceuticals Marketing and a Member of the Advisory Board of the Insurance Association of Turkey

Between 2014-2020, at Acıbadem University; he worked as a Lecturer and Head of Health Management Department at the Faculty of Health Sciences, founding Director of the Health Policy Application and Research Center, and Director of Continuing Education and Development Centers.

Between 2009-2014 at Istanbul University; he worked as a Senator, Advisor to the Rector, founding General Director of Istanbul University Hospitals and Head of Health Management Department at Istanbul University Faculty of Health Sciences as a lecturer.

Between 2000-2009, in the private sector; he worked as a General Coordinator, Consultant and Board Member in the fields of health management and health insurance companies.

Between 1984-1999; he served as Gümüşhane Torul Aktaş Health Center Physician and Gümüşhane Provincial Health Director, Ministry of Health World Bank Project General Coordinator, Minister’s Advisor and Deputy Undersecretary.

As a government officer in the Ministry of Health, he has worked as a provincial health director, deputy coordinator and general coordinator of health projects implemented by the Ministry with the World Bank grants, Ministrial consultant and Deputy Undersecretary. From 1990’s to present, during the health reforms process in Turkey, he has been involved in the technical aspects of the draft laws during a number of legislative periods and different Cabinets, and has represented the Ministry of Health in State Planning Organization’s Health Master Plan Study, Ad-hoc Expert Committees for the 7th-8th,-9th-10th-11th and 12th Five-Year Development Plans and The Turkish Republic Presidential Audit Board’s “Problems of the Health Sector and Recommendations” Report in 1996.

He worked with the Johns Hopkins University Bloomberg School of Public Health Project Team as a senior consultant, for the preparation of “the Health Reform Model for Turkey” Report, on behalf of The Turkish Industrialists’ and Businessmen’s Associations.

As a senior consultant in the private health sector, he has worked for a number of private companies on health management and health insurance. He was also the chairman in several NGO’s working/advisory groups and/or boards such as The Association of the Insurance Companies of Turkey, The Turkish Industrialists’ & Businessmen’s Association Foundation, Turkish Medical Informatics Association, The Turkish Society for Quality Improvement in Healthcare, The Health Economics and Policy Association and Health Managers’ Society, Value Based Health Association.

In the field of health management, health expenditures and financing; He has a total of 252 publications, including 34 books and book chapters, 3 of which are in English, and 19 international articles and papers and 215 references to these publications. He also attended as a speaker, moderator, panel chair and participant, 850 seperate meetings congress, panel discussions and workshops, 86 of which were international.

He is married to Alev ETİZ and they have two children named Idil and Zeynep Beril
